Kryptiq CEO Presents Testimony to Subcommittee of U.S. House of Representatives

Machuca Recommends Prioritization of Organic RHIO Expansion While Limiting Additional Spending on Centralized or Federated Models

PORTLAND, Ore. – February 23, 2006 – Today, Kryptiq CEO Luis Machuca appeared before the Environment, Technology and Standards Subcommittee at a field testimony held in Portland, OR.  The hearing, “Health Care Information Technology: What are the Opportunities for and Barriers to Interoperable Health Information Technology Systems?” was held to uncover potential benefits of information technology (IT) for health care providers and consumers, identify the impact of IT on health care costs and quality, and better understand the major challenges for implementing a National Health Information Infrastructure.

Machuca’s testimony focused on the benefits Kryptiq’s customers are realizing by sharing patient records between providers using secure clinical messaging and the Internet.  They are creating self-sustaining “organic” RHIOs without requiring government funding or bureaucratic governance.  He contrasted the immediate gains customers are making in data mobility against the lack of replicable success in centralized or federated models, and recommended that the Government prioritize this approach to healthcare information management.

“We should not confuse the adoption of Electronic Health Records with collaboration,” commented Machuca.  “EHR implementations alone create islands of automation no more capable of sharing information with other provider groups than the paper records they replace.  Additionally, efforts to create RHIOs for information sharing have largely stalled on issues regarding governance, infrastructure, standards and sustainable funding.  Our customers are leading the way in enabling meaningful information sharing in healthcare today.  Secure clinical messaging represents the single biggest opportunity to quickly and cost-effectively modernize our healthcare system.”

A recent Forrester Report, “Regional Health Information Organizations’ Modest Start,” recognized this emerging organic approach to RHIO development and coined it the Managed Clinical Messaging Network.  Forrester noted the benefits of such networks and compared them favorably to federated approaches.
